Summary : Historical Background:
In 2012 districts began implementing rules and regulations related to legislation (S.B. 10-191) that formulate the guidelines for teacher, special service professional, and principal evaluations in the state of Colorado. Provisions are made within the legislation for districts to use their own unique evaluation tool provided it meets or exceeds the quality standards as described by the state of Colorado. Douglas County School District used the CITE and LEAD evaluation tools as part of the evaluation model prior to S.B. 10-191. The evaluation model and its rubrics are continuously reviewed for quality and revised as needed. During the 2016-2017 school year, significant changes were made to the CITE Generalist Rubric which included shifting to a growth model, removing prescriptive language and building accurate descriptions of the role of the Teacher and the Teaching. Additionally, an Educator rubric was developed alongside the Generalist to encompass the work of the district’s many other educators and specialized service professionals. All newly created or revised rubrics are based on the Generalist rubric.

Process for Revision:
The process of revising the Counselor rubric was begun during the spring semester of the 2018-2019 school year. A Counselor Focus Group was established to support this process. The focus group is comprised of Counselors from across the district and represents a variety of schools and levels. The group met twice a month, beginning in February 2019. Revisions were completed under the direction of Deanne Kirby and in accordance with guidelines developed to lead the work. The guidelines provided support for the Counselor Focus Group in order to maintain the focus on growth and alignment to the Generalist rubric. The Counselor Focus Group shared the work with colleagues, the CITE Focus Group, the District Accountability Committee and various district leadership groups throughout the spring semester to gather feedback and input.

The Counselor rubric has been presented to the District Accountability Committee and approved to move forward to the Board of Education for approval for use for the 2019-2020 school year.
