Summary : Background Information:
In 2012 districts began implementing rules and regulations related to legislation (S.B. 10-191) outlining rules and regulations for teacher and principal evaluation in the state of Colorado. Provisions are made within legislation for districts to use their own unique evaluation tool provided it meets or exceeds the quality standards as described by the state of Colorado. Douglas County School District has been using the CITE and LEAD evaluation tools prior to S.B. 10-191 and continue to use and improve the model today. During the 2016-2017 school year, significant changes were made to the CITE Generalist Rubric to create a growth model and to provide language that was less prescriptive yet more accurately described the role of the Teacher and the Teaching. An Educator rubric was developed alongside the Generalist to encompass the work of our many other educators and specialized service professionals.

Rationale for Request:
During the 2017-2018 school year, work was done to revise rubrics that had not been revised in the previous year(s). The LEAD Focus Group was established and met monthly to work on revisions to the LEAD rubric that we use for the evaluation of principals and assistant principals. Other rubric revisions were made by representatives of the group of educators that the rubrics represent under the direction of Director of Educator Effectiveness Erica Mason and in accordance with revision guidelines developed to guide their work.

Each of these rubrics have been presented to the District Accountability Committee and approved to move forward to the Board of Education for approval for use in the 2018-2019 School Year.
